Inicialmente o software foi desenvolvido com o Qt para a plataforma Mac OS 10.4 mas depressa foi extendido às plataformas Windows e Linux.
A sua interface tem algumas semelhanças com o Paint e demonstra ser de fácil utilização.
Pencil trabalha com gráficos raster e vectorial. Como não podia deixar de ser, nas animações podem ser integradas trilhas sonoras.
O conceito e a técnica de animação é a tradicional.
Os trabalhos podem ser gravados no formato XML ou exportados para Flash movie (SWF).
Um dos objectivos do programa em futuras versões é a da exportação no formato vectorial SVG, que poder ser utilizado pelo Inkscape, entre outros programas.
Pencil é um programa grátis, open source. Não precisa de ser instalado.
